CATEGORIES |
| |
|
To play in the league all players shall be registered under
one or more of the following categories :- |
| |
|
Category 1 - A player who is qualified
to play for England and is not a category two player - See definition below.
|
| |
|
Category 2 - Contracted Player - to a first
class county - Any contract a player has with a first class county, irrespective of its type,
will make him a contracted player. |
| |
|
Category 3 - Overseas Player - as defined by
the ECB. |
|
|
Category 3E - Overseas Player (Exempt) -
a player who is not qualified to play for England and
- Who has been a permanent resident in England, Wales,
Scotland, The Channel Islands, or the Isle of Man for a period of 18 months immediately
before his registration and
- Who during the 18 month period has not been out of
the Countries named for longer than 35 days consecutively or 70 days in total
and
- For whom any remuneration from cricket is not the
main source of his income.

Qualification of cricketers to play for
England
Subject to the overriding discretion of
the ECB, acting with the consent of the International Cricket Council, a Cricketer will only be
qualified to play for England in a Test Match or in a One Day International Match
if:

1.1 |
he is either a British Citizen or an Irish Citizen;
and |
| |
1.2.1 |
he was born within England and Wales; or |
| |
1.2.2 |
he has been resident in England and Wales for the immediately preceding four
consecutive years; and |
| |
1.3 |
he has not during the immediately preceding four consecutive years either played
cricket for any Full Member Country outside the EEA at U17 level or above, or played First Class
Cricket in any such Full Member Country except as an overseas cricketer under local rules similar to
Regulation 3, or in any other circumstances approved by the ECB; and |

1.4 |
In the case of a Cricketer seeking to become qualified under 1.2.2 above he will (
until he has become qualified to play for England) only be treated as having been resident within
England and Wales for the relevant consecutive period if he has spent a minimum of 210 days in each
year within England and Wales (for which purpose “year” shall mean a year ending 1st April) |

PLAYER RESTRICTIONS |
| |
|
Category l - no restrictions.
Category 2 - maximum one per team unless the player, before being awarded a contract by a first
class county, has been a bona fide member of the club for more than two years (24 months) and has
played a minimum of 12 league games for the club in those two years.
Category 3 - maximum one per team.
Category 3E - maximum one per team.
The classification of each player registered shall be
subject to scrutiny and verification as directed by the League Management Committee. This may
include inspection of passports, driving licences, birth certificates, visas, declarations of
citizenship or other similar proof of identity and origin. Such data will be subject to data
protection.
In the event of there being no Cat 3 player in the team 2
Cat 3e players shall be allowed.
An overseas player will not be eligible for NEW
registration if he has played Test or One Day International cricket for a Test playing
country since 1 April in the previous year.
No player may be registered for more than one Premier
League club unless approval is given by the League Management Committee. It will normally be
given when a player is in full time education and the Management Committee is satisfied it is
not practical for him to return to play for his club at weekends.
No HCPCL registered player may play for another club in
the Linked Leagues (constitution para 4.5c) without the approval of both leagues.

| 3.0 |

REGISTRATION FORM |
| |
|
A new registration form will be required for each player
registered |
| |
3.1 |
All players must personally complete and sign the appropriate
registration form as set out below |
| |
3.2 |
Category 1 Players - must in addition to the signed
registration form submit a copy of the page from their passport showing their personal details
and photograph. If they do not have a passport a copy of their birth certificate should be
submitted. Players who were not born in England and Wales should also provide passport evidence
that they have been resident in England, Wales, Scotland, the Channel Island or the Isle of Man
for the immediately preceding four consecutive years. |

3.3 |
Category 2 Players - must in addition to the signed
registration form submit a copy of their passport or birth certificate as in 3.2
above. |

3.4 |
Category 3 Players - must in addition to the signed
registration form submit a copy of their passport as in 3.2 above and evidence that will satisfy
the CRB requirements. This will normally be a signed police clearance form from their country of
origin. |

3.5 |
Category 3E Players - must in addition to the signed
registration form submit a copy of their passport as in 3.2 above together with information
concerning their date of entry and the length of time that they have been permanent resident.
This may include domestic bills showing the correct address. |

3.6 |
The League reserve the right to inspect the original
documents of all copies, sent to them by clubs, at any time. |
| |
3.7 |
As stated on all registration forms each form must be
completed by the person, who needs to be registered, and be signed by the applicant. Any forms
that are sent to the League incorrectly completed may be returned. Any delay caused could result
in a player not being registered to play. |

3.8 |
No player will be eligible to play in the Home Counties
Premier Cricket League until the club for whom they will be playing has received a registration
number which will need to be used on team cards during the season. |

|
All players must be approved by the League on the
play-cricket website before they can play in any League match. All players will sign Code of
Conduct on the Registration form which shall be deemed to apply to the player from that point. It
shall not be renewed unless there is change to the Code of Conduct. |

| 4.0 |
|
TIMING OF REGISTRATION |

4.1 |
Pre season- To ensure players are eligible to play in the
first game of the season registrations should be submitted to the Registration Secretary no later
than 14th April for existing players and 30th April for new players. It may not be possible to
process registrations received after this date in time for the first game.
This will be achieved thus:
The Registration Secretary will issue by 1st April a list of players registered from the previous
season in a computer generated list. Each club will return the list annotated YES or NO to be
registered for the season by 14th April. Any players not registered in the previous season will be
treated as new Registrations. |

4.2 |
Subsequently the registration of all new players must be
received by the Registration Secretary by 10 pm on the Wednesday before play commences in the
relevant league match. |

4.3 |
No player may be registered after 31st July of each season
without the approval of the Management Committee. The Committee will normally allow post 31st
July registrations for young players from age groups U17 and below provided
- the normal registration procedure is followed
- the player has been a member of the club from the start of the season
- he has played regularly in the lower elevens
- it is not to enable the club to strengthen its lower elevens by releasing first eleven players
- it is to give younger players experience of the longer match format. |

| 5.0 |
|
TRANSFERS |
| |
5.1 |
The Transfer regulations apply to transfers both between
clubs in the league and transferring both in and out of the league. All transfers both before
the start of the season and during the season must be on the approved League transfer
form.
A transfer will only be completed when the Registration
Secretary has indicated that he has received and approved the completed transfer form as well
as the signed registration form (for players outside the HCPCL.)
Any transfer will also be subject to the transfer regulations of the leagues from which the
player is departing.

5.2 |
No transfers will be allowed after 31st July. |

5.3 |
Any registered player joining from a club in a League or
Championship outside the Home Counties Premier League must have written consent from his former
club, and League or Championship prior to playing and must have discharged all financial and
other obligations to his former Club and League. A transfer form must be completed for each
transfer. |

5.4 |
All players may change clubs outside the season, providing
that they have written agreement that they have discharged all financial and other obligations to
their former Club(s) and League. A transfer form must be completed for each transfer. |

|
| 6.0 |
|
PENALTIES FOR PLAYING AN UNREGISTERED
PLAYER |
| |
6.1 |
If a club plays an unregistered player, the club will lose
all the points gained in the match in question. |
| |
6.2 |
If a club is found guilty of attempting to hide the playing
of an unregistered player by using the name of a registered player, the club will, in addition to
losing all the points gained, have a further 25 points deducted. |
| |
6.3 |
If a club is guilty of playing an unregistered player more
than once in a season the Disciplinary and Complaints Sub-Committee may in addition to deducting
all the points gained apply further sanctions. |

6.4 |
An unregistered player may field as a
substitute. |
| |
|
|
| 7.0 |
|
PRIORITY |
| |
|
Any player selected for an ECB XI or County Representative
match who does not make himself available will not be eligible to play in a Premier League match
scheduled for the same day unless approval is received from the ECB Director of Cricket
Operations, Cricket Operations Manager (Recreational Cricket), or from the Manager of the County
team in the case of County matches. This rule also covers the period when players would be
expected to travel / report for ECB or County matches. |

| 8.0 |
|
APPEALS |
| |
|
The process and time-scales for dealing with registration matters and
appeals will be as defined for disciplinary matters i.e. |
| |
|
Disciplinary and Complaints Sub-Committee will deal with the
original issue. |
| |
|
Appeals Panel appointed by the Management Committee will
handle any appeal. |
| |
|
Any matter, which cannot be resolved by the league, can be
referred to the ECB Registration Committee, whose decision is final. |
